Most countries in Europe impose toll fees. There is a so-called toll obligation. But what does that mean? Tolls are charged for using certain roads, tunnels, and bridges. The money collected from tolls is invested in the road network and ensures a smooth journey for your vacation. The primary areas of investment include infrastructure, traffic management and safety, as well as environmental protection measures.
Tolls can be collected in various ways, including the vignette requirement, distance-based toll, and special toll routes.
The vignette requirement involves tolls that are not based on kilometers driven but are flat-rate charges that vary depending on travel duration. You purchase a vignette before your trip and choose from different durations. The price of the vignette may vary depending on the vehicle class. By purchasing the vignette, you make a one-time purchase that allows you to drive on all toll roads (excluding special toll routes).
The vignette requirement generally applies to vehicles up to 3.5 t GVW (GVW: gross vehicle weight), though there are exceptions. In Bulgaria, motorcycles are exempt from the vignette requirement, meaning you do not need a vignette for your motorcycle. For a car with a GVW of 3.5 t, a vignette is required. If you are driving a car with a trailer, you only need one vignette as long as the combined weight does not exceed 3.5 t GVW. If your car plus trailer exceeds 3.5 t GVW, a second vignette is required for the trailer. Thus, you still fall under the vignette requirement even if the total weight exceeds 3.5 t GVW. The same applies for traveling to Bulgaria with a motorhome. Regardless of the motorhome’s total weight, only a vignette is needed, and no distance-based toll is charged.
Unlike the vignette, the distance-based toll is not a flat fee but depends on kilometers driven, vehicle class (number of axles), and emissions class (pollution level). Therefore, toll fees can vary significantly. In Bulgaria, distance-based tolls apply to commercial vehicles such as trucks over 3.5 t GVW. Motorhomes and cars with trailers are exempt, even if they exceed 3.5 t GVW.
Payment for distance-based tolls can be made in advance via a route card (also called route pass or route planner), where you specify the route you plan to take, or through an electronic transponder device (on-board unit). The on-board unit must be installed in your vehicle and enables contactless toll payment. The amount is automatically deducted from your registered payment method. Another method of toll collection is through a GPS tracker.
Special tolls are charged for specific routes that are not subject to vignette or distance-based toll requirements. This means you must pay an additional fee to use a special toll route, even if you already have a vignette or pay distance-based tolls.
Special toll routes are often tunnels or mountain passes. In Bulgaria, special toll routes include Danube crossings. The Danube flows between Romania and Bulgaria and forms a natural border. If you use one of the bridges or ferries to cross it, additional charges apply.
Vehicle owners who need a vignette must pay an additional fee and buy a ticket for using the special toll route, which can be purchased digitally from us. Vehicles subject to distance-based tolls do not need to buy a separate ticket, but the special toll fee is still charged. The difference is that the fee is automatically registered through the transponder when the route is used.
